Powerchip Semiconductor Manufacturing Corporation, or PSMC, has opened its latest Taiwan fab at Tongluo Science Park in Miaoli. The company invested more than NT$270 billion in the facility, which will produce 12-inch wafers. Monthly output is expected to reach 50,000 units. President Tsai Ing-wen attended the ribbon cutting, in what was her last chip plant launch before leaving office.

PSMC’s Tongluo fab broke ground three years ago during the pandemic, and it’s now complete at last. President Tsai Ing-wen attended the ribbon-cutting ceremony on Thursday, along with AIT Director Sandra Oudkirk and representatives from France, Japan and India. Nearly 700 people were present, in a showcase of “chip diplomacy.”

It shows the resilience of Taiwan’s semiconductor industry, which last year had an output value of NT$4.3 trillion and employed more than 250,000 workers. It is an important driving force for Taiwan’s economy and industrial innovation. I would like to thank PSMC for its response to government policies, for extending funding and assistance to establish semiconductor research institutes at many Taiwanese universities.

Eight years ago, before President Tsai Ing-wen assumed office, Taiwan’s semiconductor sector was good but not strong. After eight years of effort by the Tsai administration, the semiconductor industry has become a “protective shield” for Taiwan. There’s none like it in the world.

PSMC invested nearly NT$300 billion in its Tongluo facility. In the first phase of the project, the 12-inch wafer fab will produce chips in the 55, 40 and 28 nanometer categories, with a monthly output of 9,000 wafers. It will later expand monthly output to a maximum of 50,000 wafers, to capitalize on AI opportunities.

With today’s launch of the Tongluo fab, we’re working to meet our major clients’ need for a supply chain separate from China.

PSMC is investing in Taiwan, with the goal of building a more resilient supply chain. Tongluo, Miaoli was chosen due to its strategic location, as it forms a tech corridor with Hsinchu Science Park and the Central Taiwan Science Park.
