Vice President Hsiao Bi-khim visited Kaohsiung Friday morning to oversee urban resilience and air-raid drills. The visit focused on response mechanism at disaster prevention and coordination centers and on how underground medical facilities would respond in the event of a major disaster. During the exercises, Hsiao exchanged views with Minister Without Portfolio Chi Lien-cheng, highlighting the government’s efforts to strengthen Taiwan’s overall disaster preparedness and resilience.
Air-raid sirens fill the city, as police direct residents to shelter, emptying out the streets. Overseeing the emergency response drill from the Cianjhen District Office are Vice President Hsiao Bi-khim, Kaohsiung Mayor Chen Chi-mai, and Minister Without Porfolio Chi Lien-cheng, who is also executive secretary of the Whole-of-Society Defense Resilience Committee. They are inspecting what the disaster response would be like at disaster prevention coordination centers.

The Disaster Prevention and Protection act will require all 368 townships and cities to establish disaster prevention coordination centers.
Chi stressed the importance of these disaster prevention coordination centers, and kept Hsiao up-to-date on all the details regarding the goals of the exercise.
The next stop was an underground medical emergency response drill.
An emergency treatment area has been set up in the basement of Kaohsiung Veterans General Hospital. Staff simulate the handling of casualties, from triage and treatment to coordination across departments and the isolation of patients. Hsiao observed the drill and got a better understanding of the procedures from hospital staff.
Although Hsiao did not issue specific instructions during the inspection, she paid close attention to the briefings, simulated scenarios and operational details, showing how seriously she takes the exercises. As part of the Han Kuang exercises, Friday saw Tainan, Kaohsiung and Pingtung in Southern Taiwan take part in urban resilience drills. The goal is to ensure local governments and civilian organizations learn how to support military operations when needed, while protecting the public.
